Jon: No basic ruleset to be created

Agenda item 3. Ruleset Naming and Description
Ruleset 1: HTML5 and ARIA Techniques
Ruleset 2: HTML4 Legacy Techniques
Jon: tools group meets once monthly
Jon: this group deciding whether Ruleset 2 is ok
Marc just joined
Jon: now have goal for future work
Marc, Ann and Nick are ok with new ruleset names
Agenda item 4. Current State of WCAG 2.0 Level A and AA Requirements

Jon: goal to have one rule related to each WCAG success criteria
Jon: Created this view at FAE that provides a roadmap of where we have rules and where we don't
Jon: For example 1.2.4 and 1.2.5 don't have rules
Jon: Reason we don't have rules for these is because they require captions and they do the same rules as 1.2.2 and 1.2.3
Jon: We have Related success criteria listed to point to these
Nick: Like Ann's suggestion - is there a way to indicate that we don't have gaps?
Jon: Good idea - will work on that
Jon: 2 rules would like feedback on
Jon: Title 2 rule - recommended rule in both rulesets
Jon: Was in FAE 1.1 (similar rule)
Agenda item 5: Discussion of Title Rule 2: TITLE content and H1 Content matching when more than 2 H1 elements
Jon: Problem is what if you have several H1's on a page
Jon: Titles would get really long
Jon: Maybe this rule should be removed ?
Ann: Do we have any other rules that could fill this?
Jon: Yes, Title 1 could cover it
Jon: Alternative to removing would be that if more than one H1 on a page, it becomes a Manual check
Jon: Rule summary would have to be corrected
Verizon is here to work on my phone line - i need to drop and dial back in on my other phone. BRB
Ann: Req for 1.3.1 Info and Rel is to use the proper semantic markup <Hx> vs just bolding and increasing fonts
Jon: Given that we have these other H1 rules, could we get rid of Title 2?

Nick: Title 2 references WCAG 2.4.2 Page Titled
Jon: Will talk with other groups to see if they want to include it in Legacy
Jon: But will take it out of Strict (actually it's only in ARIA transitional)
Jon: We need a rule around Skip Links
Jon: How is IBM w/ skip links / skip to main
Ann / Marc: IBM focuses more on ARIA landmarks rather than skip to main links
Ann: No requirement for skip to main in our landmarks. Even if they put it off screen it only works for SR users
Jon: We can think more about this one and come back to it next week
Ann: Suggest checking w/ Rich on it as well
