jon: updating controls and images rule to use the conceptual model

jon: will be releasing a new version of cache inspector by this weekend

jon: current conceptual model has a concept of element scope and page scope

jon: instead of page scope, can we use a name container scope

Rich: Anything implied to host language symantics, The ARIA attributes defined in the ARIA specifications, and the strong native semantics and default implicit ARIA semantics defined, do not have any effect on CSS pseudo-class matching, user interface modalities that don't use assistive technologies, or the default actions of user interaction events
